We have a winner! Information seems a bit scarce on the different versions of the "Tin Whistle," but it's definitely the Breguet I was describing. Some variants seemed to have had 3 wheels (and a ski-like skid) while others had 4 wheels. Some had a proper 2-bladed propeller, while others had a propeller with 4 fan-like paddles.
What stands out to me about the Breguet is it's LACK of struts! When you first look at it, you wonder how the heck it even stays together in the air. There are only four struts on the front spar. No rear struts at all! Does this count as "2-bay?"  The Tin Whistle was used both by the RFC and the French Air Force. Despite it's fragile appearance it set a record for the first aircraft to carry 5 passengers.

On Sunday, I happened to be at small local museum dedicated to the "Father of Japanese Aviation" Chuuhachi Ninomiya, born locally.
In addition to exhibitions about his life and designs, there are many models, and the Breguet is among them.
